REVIEW OF STATE INCENTIVE PROGRAM:
COULD STATE DO BETTER TO ATTRACT MORE
SOLAR INSTALLATIONS?

The State of Washington is one of the greenest places on Earth as far as environmental awareness and natural beauty. Yet its renewable energy incentives program that passed overwhelmingly in 2005 makes any eco-friendly enthusiast wonder why more wasn't done to attract more conversion to alternative energy sources such as solar. After reading SB 5101 inside and out, it's easy to jump to the conclusion that the program is vague except for the fact that the program expires in 2014 and Washington State University will issue a report to the state (set for 2009).

Another state bill that passed in 2005, SB 5111, provides incentives for solar manufacturers interested in moving to Washington State.

Only four out of 40 counties throughout Washington offer solar rebate programs. In Clallam County the rebate for a solar water heating system is $500 for each 40 square feet of installed collectors. PV systems are eligible for $500 rebates for each kilowatt of capacity installed. In a handful of counties loans are available for solar water heating systems.

Compared to other states, this program seems microscopic. Could Washington do better?
